How we got this
"Ounce" names four different units, and only two of them are volumes. A US fluid ounce is 29.5735 mL. A UK fluid ounce is 28.4131 mL, about 4% smaller. If the label says fl oz and the product is a liquid, one of those two is what you have.
A plain oz on a food package or in a recipe ingredient list is a weight: 28.3495 g. You can't turn grams into milliliters without knowing what the stuff is, because a milliliter of honey weighs far more than a milliliter of flour. Water is the easy case. 1 oz of water weighs 28.35 g and fills about 28.35 mL.

Questions
How many mL is 1 oz?
It depends which ounce. 1 US fl oz is 29.5735 mL and 1 UK fl oz is 28.4131 mL. A weight ounce is 28.3495 g, which is only 28.35 mL if the ingredient is water. For anything else you need its density.
Why is a 16.9 oz bottle 500 mL?
16.9 US fl oz is 499.79 mL. Bottlers chose 500 mL for the global market, and US labels print the conversion, 16.9, instead of inventing a round American size.
Is a fluid ounce the same in the UK and the US?
No. The US fluid ounce is about 4.1% larger. One ounce hardly shows it, but a pint does: a US pint is 473 mL and a UK pint is 568 mL, because a UK pint holds 20 ounces and a US pint holds 16.
Why isn't 1 fl oz exactly 30 mL?
It was never defined in metric. The US fluid ounce is 1/128 of a US gallon, and the gallon is 231 cubic inches, which works out to 29.5735295625 mL. US nutrition labels round it to 30 mL and a cup to 240 mL as household measures, which is why a labeled serving can look slightly off in a measuring cup.
Can I convert a weight ounce to mL?
Only with a density. Divide the grams by the density in g/mL. All-purpose flour is about 0.53 g/mL, so 1 oz is about 53 mL. Granulated sugar is about 0.85 g/mL, so about 33 mL. The converter above has an ingredient menu for exactly this.
